KOSTRA

Abbreviation for Koordinierte Starkniederschlagsregionalisierung und -auswertung

In short and in plain language

KOSTRA is a set of data on heavy rain.

The German weather service puts it out for the whole country.

It shows how much rain can fall at a place in rare cases. One example is rain that comes about once in 100 years.

A map of heavy rain risks uses this data.

Definition
KOSTRA stands for Koordinierte Starkniederschlagsregionalisierung und -auswertung, the coordinated regionalisation and analysis of heavy precipitation. Under the name KOSTRA-DWD, the German Meteorological Service publishes a data set for all of Germany that states how much rain falls within a given duration and how rarely that happens, for example once in 100 years. The heavy-rain hazard map uses this data for its exceptional scenario.
