Yes, and that is the most common route. Most businesses start with the fixed-price website, because the portfolio gallery and the enquiry form are already included there. Dedicated pages for your operating towns, a careers section or additional trade pages follow later, once it becomes clear where the need actually is. Every extension is quoted beforehand as its own fixed price, so you can spread the investment over time. The stages are listed under pricing.
